Pre Built Layouts not working

I get an error that pre built layouts cannot be fetched when trying to install. What could be the problem?

Hi! Your builder came with the theme I purchased. The tab builder has disappeared from the site. Deactivate all nonnative plugins and still replicate the problem any suggestions?
