Row Parallax for mobiles

Hello When using a row with background image set as parallax, is it supposed to work on mobiles? In my situation it doesn’t but it works on dekstop/laptops. If you could please let me know that would be great. Thank you!

I am getting the following fatal error when I attempt to create a new post. SiteOrigin Visual Editor not working

All content in the Visual editor site is WHITE and must be highlighted to be seen. In addition, all the editor tools are missing and I am currently hand coding content.
