Adding a Symbol or Character Between Content Blocks?

Is there a way to add an item which helps to separate each block from the other? For example, the Visual Editor block – although you allow for top/bottom margins and gutters columns to be adjusted, it would be a good contribution to also allow a symbol (preferably a line object or a graphic element)…
