SVG and SiteOrigin’s plugins

Is there perhaps a SiteOrigin plugin which utilizes SVGs? If so, where is it? Is there a Windows application (no online services) you recommend which creates the animated SVG for SiteOrigin’s plugin? Cheers, wb
