Is there a way to keep the Menu Bar with the Site Title/Logo & Tagline always visible at the top of the page on mobile devices the way it is on non-mobile devices? Thanks

Rows not responsive

Hey there, is it possible to show the desktop version on the smartphone? Is is as well possible to only show the desktop version on the smartphone? I din’d find it on Google :-(! Thanks for you help!
