Can’t find SiteOrigin Importer under Tools

Hello, I’ve a multisite wordpress installation. Let’s call it abc.com. I also crated a subdirectory called abc.com/directory. I went to network admin and installed the Highline sitepack plugin from a zip file just downloaded.
