So CSS is it site wide or page specific

Just started using SO CSS since it is so much easier to work with the inspector right there instead of fiddling around with Chrome trying different things and then transferring the settings over to another CSS plug-in I have. With SO CSS it would appear to be site wide unless I am doing something wrong.

When I deactivate the Custom CSS plug in the home page syling reverts back to the before css view and the other pages css styling become visible on the pages. When i inspect the page it shows the below, however the font displaying on the site is New times roman.
