Hi. Is there any way of adding uploaded video background? most of the widgets that work with page builder rely on linking to streaming video on the net.

By default, no. However there are third party plugins that extend the functionality of SiteOrigin Page Builder that add this ability, like Video Backgrounds for SiteOrigin Page Builder for instance. Consider checking that plugin out to see if it’s right for you.
