I have tried everything for the opacity to lower or background colors when you hover over one of those three images. I tried messing with the CSS, to installing widgets nothing has worked. could someone please help

Trying to make my own custom layouts. define(‘SITEORIGIN_PANELS_NOCACHE’, TRUE); define(‘SITEORIGIN_PANELS_DEV’, true); this code does literally nothing, debug mode does not turn on Please help. Documentation does not help. thank you.
