Mobile version not resizing images

Hello! Vantage is a wonderful theme that I was happy to buy two licenses for my project- one for my testing site (because I know I’ll be using it again and want to be able to play with Premium) and one for my client.

In the testing area at the following URL: http://kevinwheeleronline.com/ruthsite/
When I resize the browser or look at it on a tablet/cellphone screen it resizes the images and site and provides a drop-down nav.

In the live site at the following address: http://growthsolutionscounseling.com/
Does not resize and re-lay out the website but it does still offer the drop down nav when the screen gets small enough.

For the test site, I tossed the theme on top of a fresh, updated version of WordPress. In the other, I added the theme to an already installed vanilla and updated version of WordPress. I tried disabling all plugins (nothing really out there, just a captcha and some extra stuff as required for the slides for the theme).

Any ideas before I backup the database and try to reinstall?

    Thanks for the wait here.

    Can you please confirm that the following setting is checked on the live site:

    Appearance > Theme Settings > Layout: Responsive Layout
