I have a page that consists of a few 3 column rows. It looks great on a computer, but on the phone it does not. What I want is for the center column in the first row to be the starting item when viewed with a phone, but of course, it’s the first item in the first row. Is there some CSS I can use?

SiteOrigin Premium offers a Toggle Visibility addon, you can find out more about it on the addon documentation page Page: Toggle Visibility. There is also a demo setup for this addon here. At the moment, there isn’t a built-in method of achieving this within our free plugins.
