Adding video backgrounds to Page Builder row parameters

I am trying to add the ability to implement a video background on Page Builder rows.

Relevant documentation is here but it really on discusses added parameters to the row wrapper

What is the correct way to extend the row element with actual new HTML to handle the video element?
