    Perhaps try seeking a working baseline.

    * Clear your caching plugin.
    * Temporarily deactivate your caching plugin.
    * Temporarily deactivate all plugins except for those plugins authored by SiteOrigin.
    * In that state, does the issue persist?

    Problem solved!
    After update all the panels were open. So, I had to go to settings and changed "initial state" into closed.
    Sollution was very simple, but it shouldn't change after an update.
