Hover Effect on Hero background image

Hello, I’m trying to add a hover effect to a Hero background image. I’d like to make the image lighter and the text change from white to dark blue (#002f4f) I tried the technique mentioned here: https://siteorigin.com/thread/mouseover-opacity-on-picture/ But it did not work. Thanks!
