No Visibility By Screen Size?

Two sites have the option, the other doesn’t. The only difference is the PageBuilder version. The sites that have it are 2.4.18. I then uninstalled all (ALL) plugins and reinstall only the page builder. Nada. I’m assuming the CSS is applied via the plugins and is uniquely named…
