I am looking at purchasing the 5 site Business option, can I upgrade to the Developer? Would what I paid for the Business option be applied to the cost of the Developer option?

I have used Vantage for several websites and the footer widgets stack for the mobile view. I am using Estate for the site I am currently working on, the widgets within the content that use Page Builder stack as they should for small devices, but the footer widgets do not.
