Text in Columns Overlapping

Stop drag option in layout to contributor
i want contributor not to change layout so i want to stop the drag option and not want them to edit

When I edit pages or posts with page builder the paragraph font size is smaller than the size used by default twentyfourteen theme. Maybe Page Builder is overriding the style of twentyfourteen How can I solve it.
