I downloaded the Sydney theme and when I installed it did not come the Sydney_Latest_News_Type_B widget.
Can someone help me by sending the widget?

From memory, that widget is included in Sydney Pro which will require a purchase. I would recommend reaching out to aThemes for confirmation.
