Why my page builder only can use by administrator?

Why my page builder only can use by administrator? Other roles are not working. Because is it free?

    Thanks for posting.

    Page Builder should be available to all rows able to create and edit content. For example, in my demo installation, if I switch to a Contributor user account I can go to Posts > Add New and make use of Page Builder.

    Which user role is missing Page Builder in your installation?
