Please download this child theme. This child theme resturuces the post page to allow for this. To install it please navigate to WP AdminAppearanceThemes and then go to Add NewUpload Theme.

I hate to say this in such a blunt manner but, I’m having a hard time understanding what you’re asking.
I think you’re asking for is the entire post meta above the featured image – the post title, and the byline / date. If so, please give this child theme a try.
Regarding the links, go to WP AdminSettingsPermalinks and adjust it to whatever you prefer. For SEO any option but the plain and numeric option works, with the post name setting recommended.
