Responsive menu only seems to work at the default 480, but even then, on my Galaxy S3 held horizontally, it starts a new row for one menu item.

Have you tried changing the default setting and does it still not collapse earlier? If you have changed this setting and it still doesn’t work, then this problem sounds like it might be a caching issue. The first thing to check is server-side caching through plugins like W3 Total Cache, WP Super Cache, etc. If you have any of these caching/performance plugins installed, try clearing their cache and see if that helps.
It might also be browser cache. Try clearing your browser cache, and then refreshing the page to see if that helps.
If you haven’t changed this setting, then you can try adjust it to something that works better for you. It’s right at the bottom of the Navigation tab in the Vantage theme settings page.
I have tried numerous settings, down as low as 100 px. Cleared the cache on my browser (Firefox Android) and, viewed in another browser. Menu does not collapse.
I have no caching plug-ins.

Looks like “100px” is the problem. To get the mobile menu rendering on higher definition devices you’ll need to increase the collapse point. Try 780 or 1024. Let us know how that goes.
Well, at a higher resolution, the menu collapses, but, doesn’t open.

Right now you have it at 720. It’s opening and closing correctly in iOS Chrome on my iPhone 5s. Not so on your phone? Or is it breaking above 720 on your phone?
