If I buy Vantage Premium can I use it on a local host with the upgrades and email support or just on a live public site?

Yes – you’ll always be able to contact premium support regardless of your hosting situation. With that said though, please note that it’s very hard to debug issues on localhost (as in not available to the internet) so please be aware of that.
