Is there a way for people who leave their own comments to upload their own avatar. I was trying to use the WP user avatar plugin but I couldn’t find any settings except for the administrator avatar.

As you might have noticed, the Avatar settings can be found under Settings > Discussion: Avatars. The idea is that users setup one with http://gravatar.com/. They do it once, it works on most sites. There you can also set what the default avatar will be.
In terms of allowing users to add their own, I’m afraid you’d need to use a plugin. I haven’t tried any so unfortunately can’t recommend one.
