User Access to Home Page in Editor

Is there a way to give a user access to edit the Home page (under Appearance) without giving them full administrator access? (Vantage Premium)

    Not that I know of. I think you’d need to run a user permissions plugin to handle something specific like that. Here are a few ideas:
