I don’t see why Woo’s recommended plugin for translating wouldn’t work with Vantage. Translating is a bit of a process so there is a chance something has been missed along the way. In this case it would be best to open a ticket on the WooCommerce community forum. You can also try the alternative method which is using http://www.poedit.net/.
In the case of creating individual product flags, I’d recommend trying to find a plugin to fulfil that. I think last time I recommended you check out a plugin like: https://wordpress.org/plugins/woocommerce-custom-product-tabs-lite/.
