Top menu bar without colour font option

Using Tesserat Theme (not new version)
editing Home page, and
Visual editor does not show font colour options for text.
The menu bar is only one line,
not two lines of buttons.

Is this some configuration issue, or is it a bug? Do I need to install a plug in?
Or delete plugins and reload?

I’m running:

Pagebuilder 2.2
Black Studio Tiny MCE 2.2.8
SiteOrigin Widgets Bundle 1.4.4
Contact form 7
Lightbox Plus Colorbox
Easy Google fonts
Pagebuilder
Spacer
Title Remover

Hi Rob,
Have you toggled the second toolbar?
If not, do you still the second toolbar when you use the SiteOrigin Editor widget?
It should be noted that versions of SiteOrigin Page builder and SiteOrigin Widgets Bundle you have installed are very out of date.
