Tiny Mce Advanced Editor does not load

Some of my websites load the Tiny MCE Advanced Editor in its full setup (three rows of icons etc) other sites just load one row. At first it looked to me like the standard WP TinyMCe editor was loading instead. After a bit of testing (adding new icons to the top row in TMCEA) I have realised that TMCEA is actually loading on all the sites but on my newer sites its only loading one row of icons .

    Hi SchoolsICT,

    Please navigate to WP AdminSettingsTinyMCE Advanced and add the Toggle Button to your fist toolbar, then save. Open any SiteOrigin Editor widget and click the Toggle button. How does that look?
