Responsive Menu Not Working

I have my settings set to allow for the responsive menu to be activated when collapsed to 480px. I have a Samsung galaxy 4 using chrome. When in landscape, the desktop navigation show’s, which is fine. But, when in portrait, the navigation switches like it’s supposed to but it does not work. It only shows the text “Menu” and does nothing.

Please advise.

    I have also tested it on IE on my phone and it does the same thing. I have cleared my history and cache as well……

    Also, I have done some slight css changes to the margin and padding for the menu to space them apart a little further. Could this be part of the problem?
