Responsive Issue with Top Banner

Hoping your can help, im trying to figure out why my top banner isnt downsizing once i start going in size to smartphone. I am using the tesseract theme and im finding anything i have put as a ‘Row’ background isnt changing in size so i am left with a whole banner cut of minus the last bit which fits in the smart phone screen.
