I can’t figure out why the row size is setting itself for a height of 727 px when the content image contained within rows 1, 3, 7 are all 720 px tall. The result on these three rows is a 7 px high gap at the bottom under the image, where the row’s black background shows.
How do I remove that extra room so that the bottom of the images in these rows are flush with the top of the next row? I’ve verified that the three rows have all padding and margins set to 0.

Can you please clarify the specific row you’re asking about? I ask because I can’t seem to see any row that is exactly 727 size. The closest one has minor spacing applied due to row bottom margin. You can remove this by opening the row and head over to the row styles sidebar. Open the Layout settings group and set the Bottom Margin to 0 (or a lower value).
You can change the default value of this setting by navigating to WP AdminSettingsPage Builder and open the Layout settings group. Set the Row/Widget Bottom Margin to 0 (or a lower value) and then save. This setting is overriden by the row specific setting.
