I’ve just used the pre built layout FRESH ORGANIC but it’s not responsive on mobile – should this be?

Page Builder not showing on page edits

Hello, I’ve tried deactivating and clearing the cache, but the Page Builder still doesn’t show when editing the pages. Any help is much appreciated! WP 4.9.8 Page Builder 2.9.2 Thanks.
