It sounds like there might be a JavaScript error on the page preventing other plugins from loading further JavaScript. If this is the case you can try seeking a working baseline, does the issue resolve if you temporarily activate the Twenty Twenty theme and temporarily deactivate all non-SiteOrigin plugins? If so, you can reactivate your theme then plugins one by one, checking for the issue after each activation.
Alternatively, if you have a bit of a technical background you can try to diagnose the issue directly by checking for JS errors, if errors are present they’ll be in red with the file path on the right https://wordpress.org/support/article/using-your-browser-to-diagnose-javascript-errors/#step-3-diagnosis.
