Padding is too great between cells, particularly on the bottom and making padding adjustments in the field for “bottom”, does not change the appearance. I can adjust margins in the row settings, but when cells are within a row, the cell padding cannot be adjusted.

You can adjust the spacing between cells by opening the row and heading over to the Row Styles sidebar. Open the Layout settings group and alter the Gutter. The gutter is the spacing between cells. You can adjust the spacing after a row by adjusting the row bottom margin.
You can also globally adjust these settings by navigating to WP AdminSettingsPage Builder and opening the Layout tab. Adjust the Row/Widget Bottom margin and Row Gutter as desired.
