I have been reading the forums and have done the plug in test but still not working. Any other idea on how to get the page builder tab back on my pages?

Please, try extending the test by temporarily deactivating all plugins not authored by SiteOrigin and also temporarily switch to the Twenty Twenty theme. In that state, does the issue resolve?
Ok I believe it is an issue with my theme.
What do you suggest I go from here?
You can try installing https://wordpress.org/plugins/enable-jquery-migrate-helper/. Once activated, deactivate all other plugins. Does the jQuery Migrate Helper plugin show warnings? If so, screenshot them, contact theme support and let them know. The plugin will also patch those issues in the short term.
