Added simple custom css and updated to
/* Header Padding */

header#masthead hgroup {
padding-bottom: 10px !important;
padding-top: 10px !important;
}

and it is still not updating. What to do?

    You can adjust the header padding from Appearance > Customize > General: Header Padding.
