Make photograph/text a link

I have a ‘services offered’ page with a headshot and brief bio for each staff member. Each of these staff members have a full page in their own right – I would like the bio (photograph and text, so basically the entire row) on the services page to link to the full page relevant to the individual staff member.
How do I do this? I have tried to make the text a link by using the Visual Editor widget, but the insert/edit link option is greyed out so I can’t use it. (And I’m not even sure that this is what I need to be using anyway)

    To use the link/chain icon in the Visual Editor widget you’ll need to first highlight the text or image you’d like to link. Give that a go.

    So highlight the text, then click the link icon, add your link details.
