There may be a JavaScript error on the page. You can try checking for a working baseline by temporarily deactivating all plugins except for Page Builder. Does the issue persist with only Page Builder activated?

Thanks for the update. Please, try extending the test as follows. Temporarily deactivate all plugins except Page Builder and temporarily switch to a default theme like Twenty Nineteen. With a default theme and only Page Builder activated, is a working baseline available?
