I am curious why the circle icons on the home page are not level in horizontal when we selected the circle icon to be placed on left.

When used in the left aligned position the circle icons vertically center to the content you add. From left to right you content is a little longer in each circle icon, that’s why the icons drop a little for each new widget. Put another way, each circle icon widget doesn’t know about the others on the page. Each widget is trying to vertically align itself to the content that’s been added. If your content is the same length they will be aligned.
Reverting to the regular position (top) is another option.
