I’m trying to figure out how to place an image above the footer, so that it shows on every page and post.
Or, is it possible to have an image as the background for the footer, yet make it clickable so it takes the user to the specified url?

You can set a footer background under Appearance > Customize but can’t link it.
You can insert an image in the footer widget area under Appearance > Widgets: Footer.
It’s not possible to place an image above the footer on every post/page without editing theme files.
Hope that clears things up a little.
Thanks for the reply Andrew, I did that, but the image is moved to the left of the footer menu, rather than above it and stretch along the footer, just like I want it.

The footer will automatically split into columns as you add widgets to it. So rather then put your links under Appearance > Theme Settings > General > Site Information Text and use the widget area only for your image.
Can I add hyperlinks in this field? Is there any special way to do it?
