The Page Builder overview page is unfortunately a custom template so not something we can offer advice on developing within Vantage. It might be an option to find a plugin that can help with the effects you’d like to create. Alternatively, if you have some programming experience you could use a child theme and develop a custom page template. This is however a lot more work.
