How to achieve row overlap effect with page builder

I tried using a border-bottom attribute on the row without success, and then a background image repeated along the x-axis and aligned to the bottom, again no success. absolute positioning worked a little but was too hard to control.

I don’t even know what to google to find a tutorial for that effect, so if anyone can offer any advice, I’d appreciate it.
