How can I create an Footer menu?

The question is in the ,,Thread title”.
I want to have a footer menu with 4 headlines and for each headlinie 4 bullet points, which are linked to a page.
E.g. Headline = Service, Bullte points= Terms and conditions, Impressum etc.
Can someone explain it to me ?

    Thanks for running Vantage.

    Head to Appearance > Widgets and add a Pages widget x 4 or for a little more control add 4 Visual Editor widgets. To get access to the Visual Editor widget first install: http://wordpress.org/plugins/black-studio-tinymce-widget/. Using the Visual Editor widget you can add a list just like you would in a normal page/post.
