Homepage not responsive

Hello I have the problem with homepage columns. On the site http://pact.cz i have columns from pagebuilder but in mobile browser is still columns instead of one column like as other pages. The same problem is in footer.
On other pages ranks columns under each other. You can help me find the problem? On other pages where i use Vantage and page builder not this problem.

    Sorry, the problem is on other pages too where is 2 and more columns in a row. http://pact.cz/pact/reservations/

    Can you please, confirm that Settings > Page Builder > Layout > Responsive Layout is currently enabled? Thanks
