I was thinking that must be a simple task, but it seems so far to be impossible.
I want to display header images across the top of the page on page builder pages and posts, where the image should not be cropped, just scaled.
Also, I want to place text on the image, but not at the top of the image, rather at the buttom (so they serve as headline for the text body below).
Is it possible to adjust the Hero Image?
Or are there any known widgets that could be used?
I tested variations of related custom css that was posted here to fix the Hero Image, but I did not get it to work.

Based on your desired setup, I would use a SiteOrigin Image widget and a SiteOrigin Headline widget rather than a SiteOrigin Hero widget. To clarify, the SiteOrigin hero widget uses CSS Backgrounds which means it won’t perfectly scale unless you don’t have any text present. A SiteOrigin Image widget is an HTML image so it’s able to scale much better.
To clarify, does your theme allow you to add widgets to your header? If so, I would add the above two mentioned widgets via a Layout Builder which is a page builder in widget form.
