When I start the Custom CSS plugin by activating the Visual Editing mode, it takes me to the site homepage. All is well: visual controls, preview, inspector are all there. Hovering over an element works.
Once I leave the homepage and navigate to any other page, the visual controls and preview areas remain but the inspector disappears and hovering no longer works.
I know this has been brought up several times and the culprit is usually a plugin conflict. I have disabled ALL plugins EXCEPT for the SiteOrigin plug-insand the ReallySimpleSSL plugin, which was the first plugin I installed on my site and it has never affected the Custom CSS before. If I disable that one, the Custom CSS plugin cannot find the homepage, even if I manually enter the address. The error I get is that I must use the correct address in my domain. (I’ve tried it with the http, https, www.xxxx.xxx and without the www.)
This plugin has been invaluable…until it stopped working.

I am now able to confirm that the SiteOrigin Custom CSS broke due to the last update. I have two sites, one I updated the CSS on (that’s the one that didn’t work) and one I had not updated. The one I had NOT updated still worked beautifully. Without adding any other plugin, I updated the CSS on the second site. Custom CSS immediately broke, with the same issues as previously described.

I’ve been able to confirm this issue. It’s not currently possible to navigate to other pages in SiteOrigin CSS as the inspector will completely disappear on page change. Here’s the issue for this.
