I created a website with the vantage premium theme. The owner of the site now wants an additional site that is exactly the same minus the blog content. Can I clone the site since it is on a premium theme? How is best and easiest way to do this?

Yes. I would recommend using the excellent Duplicator for doing this. It’s very easy and I’ve personally never had an issue. Please note that I’ll be unable to help with any issues that arise from a failed duplication.
