Confused- Unclear Ui–Why is footer widget not just another page element?

I just spent half an hour trying to figure out why I couldn’t change the “Baseline” contact info or edit the footer from the main page ‘live editor’ or ‘Edit Home Page.’ I had to go back to your video for the sitepack (Baseline) and watch most of the way through to see that although
all the other page elements

are ‘just page elements’ the footer is a different widget. AAAUUGHHH!!

UI suggestion:
Make it possible to edit the ENTIRE page from one interface, and include a check box for each element, saying “This element should appear in the SAME position on EVERY page.” E.g., for Header and footer.

OR create a popup/message/info that appears when we click on the invulnerable footer section while in the ‘edit page’ mode: “You have to edit the footer in the Footer Widget (for technical reasons related to quantum tunneling, the ineffable essence of being, and the sound of one hand clapping.)”

(I.e., no good reason I can see!)

If I understand correctly, the HEADER is part of the THEME, while the Footer is a widget? What difference does it make?

    I’m sorry for any frustrations this may have caused you!

    The footer contains a widget area (editable at WP AdminAppearanceWidgets and in the customizer) that allows you to add widgets that will appear on every page. This is to suggest that it’s separate in both scope (global vs page specific) and editing interface. Does that make sense?

    This, as a result, means that the former suggestion isn’t really possible (as they’re stored completely separately) but the latter should be possible. I’m going to log this as a feature request.
