columns and rows different in preview and live

Hello,

We are experiencing a strange occurrence. We have a 3 column section with 3 rows. The rows are being ignored, and everything is being put into the first row. This is only happening on the live site and when investigating, I find that the preview matches what I would expect. I have already cleared the browser and WordPress cache, checked for plugin updates, and looked at each row for any CSS, but nothing is there.

the format of the rows/columns as shown in Preview:

the format of the rows/columns as shown on the live site:

any help on what I should be looking at is appreciated.
