Can I make new theme/template by SiteOrigin

Today is the first day of the SiteOrigin forum. I have 2 small questions.
1. Has it necessary always first doing installing any WordPress theme, SiteOrigin start his working?
2. Can I make new theme/template by SiteOrigin?

    To be honest, I’m having a hard time understanding your questions but I’ll try my best to answer them.

    1. SiteOrigin Page Builder is not a theme replacement.

    2. Please refer to this page for how to build prebuilt layouts. Please note that we’re unable to provide much support for development related questions.
