Can I make new theme/template by SiteOrigin

Today is the first day of the SiteOrigin forum. I have 2 small questions.
1. Has it necessary always first doing installing any WordPress theme, SiteOrigin start his working?
2. Can I make new theme/template by SiteOrigin?

    1. SiteOrigin Page Builder is not a theme replacement.
