I have tried disabling all plugins except SiteOrigin ones with no luck.

There’s currently an issue with PHP 7.3 that prevents Widget CSS generation. This issue will be fixed very shortly in a SiteOrigin Widgets Bundle update. You can temporarily avoid this by changing to PHP 7.2. I’m really sorry about this!

Unfortunately, I can’t seem to find any information on the exact change with PHP 7.3 that caused this issue so I’m unable to provide any substantial information on the exact reason this issue is occurring only with PHP 7.3.
